Case Study – Large UK Housing Association

Governance Transformation
London-Based Housing Association

“This work has enabled us to focus on tenants, not admin.”

Problem
A major audit exposed significant governance weaknesses. A cloud migration had been executed technically but without the required governance uplift. Data was poorly structured, ownership unclear, and regulatory demands (GDPR, FOI, STAIR) created unmanageable Data Subject Access Request volumes and compliance risk. The organisation needed defensible, digital-first governance.
Our Approach
GDPR concerns were reframed into a full digital-governance transformation. The approach was to introduce new controls, policies, and training and integrate governance with cloud capabilities. This would create a structured change-management path to embed new practices.
Specific activities for data and data privacy included:
– Processes, data flows, and customer journeys were mapped
– Data owners were assigned
– Legal bases and purposes were defined for GDPR and UK General Data Protection Regulation
Team
An experienced Partner from our Strategy, Innovation & Governance practice worked with the Head of Governance, Head of IT, Head of Services, the CEO, and the Managed Service Provider. Together they aligned digital systems, data responsibilities, and governance processes across the organisation.
Timescales
Core governance structures, mapping, and policies were delivered within 12 months.
Improvements were confirmed in the following year’s audit. Work continues as part of an ongoing digital-governance maturity programme.
Outputs
– Records of Processing were created
– Data and process maps with legal bases, retention schedules
– Updated Governance and IT/Communications policies
– Training materials and sessions for staff and Executives
– Evidence packs supporting auditor and ombudsman requirements were created.
Benefits
A significant improvement in audit results was achieved.
Data Service Access Requests were resolved within 3-day deadlines.
Faster, first-time responses reduced repeat queries.
Risk was reducing improving the organisation’s defensibility.
Staff had clarity on their data responsibilities
As a result, the organisation is now more focused on tenant outcomes and capable of managing complex digital data environments.
